EXPRESS ENTRY
Express Entry is economic immigration program, designed to fill labour gaps in Canada. Express Entry is pathway for foreign nationals to obtain permanent residence in Canada. The applicants are assessed based on their skills and qualifications.
Express Entry used Comprehensive Ranking system (point based) that automatically ranks candidates according to their age, language abilities, work experience and qualification. To be eligible for Express Entry candidate must have English or French skills and minimum experience of one year is required.
Eligible candidates submit their profile to Canadian Express entry system and most competitive candidates get Invitation to apply complete application. Invitation does not assure the approval of application. The processing time of applications is much faster than other programs; most of the applications are processed within 6 months.
Applications are then assessed for following factors:
- Application is checked if all documents are complete [R10]
- Application is assessed to review the eligibility of candidate as per Express Entry requirements. Section 11.2 of IRPA. [22]
- Medical Results are reviewed (R29)
- Applicant may be asked for additional documents within specific timeframe.
- Applicant may be called for interview.
- Biometrics and Police clearance are required to check the criminality of applicant.
- Final decision is given after all the steps of Background check ensuring applicant is admissible to Canada. [27]

Federal Skilled Worker Program
One of the objectives of Canadian immigration is to welcome skilled newcomers who will contribute to Canada’s growing economy. Skilled workers that settle in Canada on a permanent basis are especially valuable to the Canadian workforce. Successful applicants of the Skilled Worker Immigration programs will receive a Canadian Immigration (Permanent Resident) Visa. As a skilled worker or professional, there are several options for you to consider. You can either apply under the federal program or, if you know which province/territory in which you plan to reside, you can make your application through one of the provincial programs.
Federal Skilled Worker: For skilled worker applicants who intend to reside in any province or territory, except Quebec
Quebec Skilled Worker: For skilled worker applicants who wish to immigrate the Province of Quebec
These are fast-track Canadian Immigration (Permanent Residency) programs. Canadian employers are actively seeking foreign skilled workers to join their workforce. If you can obtain a job offer from a Canadian employer, you may qualify for fast-track Canadian immigration application processing.
To be eligible under FSW program, applicant must meet the minimum selection factor that is 67 points of 100-point grid. It is based on six factors – age, education, work experience, valid job offer, Language skills and adaptability.

Federal Skilled Trades Program
To be eligible under FST program
• at least CLB- 4 is required in all modules for English language ability
• at least 2 years of work experience within the 5 years in a skilled trade NOC – 632, 633, 72, 73, 82, 92
• Only paid work experience is counted
• certificate of qualification is not mandatory, however, it should be issued by a Canadian provincial, territorial or federal authority
• Job offer for at least 1 year
Provincial Nomination Programs
The Provincial Nomination Program (PNP) allows provinces to nominate individuals who wish to immigrate to Canada and who are interested in settling in a particular province. Provincial Nomination is an important fast-track option for Canadian Permanent Residency. Each Canadian province and territory have their own unique Provincial Nomination Programs (except Quebec and Nunavut). Provincial and territorial governments have been using these programs to more effectively and efficiently welcome newcomers to their region. Each PNP is tailored to the province’s/territory’s specific needs to select nominees who will be able to settle into life and work in the region and to effectively contribute to the community.
Manitoba Family sponsorship programs also allow sponsors to invite their blood relative such as brother, sister to settle permanently in Canada through MPNP.
Manitoba PNP
Manitoba is the first province of Canada, having its own
immigration program. MPNP is based on labour market needs. Candidates having
skills are nominated for permanent residence based on the needs of the
employers in Manitoba.
Manitoba’s provincial nominee program are categorised as:
International Education Stream (IES): This is the fast pathway for international students graduating in Manitoba and filling the demands of Manitoba employer.
The career employment pathway is faster process for nomination; candidates find the employment opportunity relating to their field of study. After completion of studies, candidates can directly apply for nomination with job offer.
Through Graduate Internship Pathway, candidates can apply without job, after completion of masters or doctoral studies in Manitoba and completing an internship with Mitacs in Manitoba.
International Student Entrepreneur Pilot encourages students to pursue entrepreneurship after graduating from Manitoba. Applicant can be nominated for permanent residence once the conditions for Business Performance Agreement are met.
Business Investor Stream (BIS): Candidates are nominated for permanent residence that has intention to start new or purchase existing business within 24 months of their arrival to Manitoba. Applicants do not need to submit any deposit to Manitoba government.
The Farm Investor Pathway: For operating farm in rural areas of Manitoba.
Skilled Worker in Manitoba Stream (SWM): Skilled Canadian work experience in ‘In Demand Occupation list of Manitoba’ and NOC skill type 0 or skill level A or B that is gained through the PGWP helps graduates qualify for permanent residence in Canada through the Express Entry under Manitoba Provincial Nominee Program.
PGWP is an open work permit and does not require job offer. PGWP holders can apply for Permanent Residence in Manitoba under MPNP, after completion of their studies and obtaining Job offer relating to their field of education as per in demand Occupation list.
Manitoba graduates can apply for Manitoba Provincial Nominee Program after working for 6 months and meeting certain language requirement to get Permanent residence in Canada.

Humanitarian & Compassionate
Humanitarian and compassionate is the way of getting exemption to apply for permanent residence in Canada, those who are not eligible to apply under any immigration program. It is for some exceptional circumstances which cannot be dealt as normal cases. Humanitarian applications are assessed depending upon the situation of particular applicant. Some factors such as establishment of family members and ties in Canada; best interest of children involved or the consequences of negative decision.
Rules for applying Humanitarian and compassionate applications
- Humanitarian and compassionate considerations can be applied for permanent residence applications in Canada.
- Only one application can be applied at a time.
- Applicants with pending refugee claim cannot apply for humanitarian and compassionate considerations.
- Applicants with negative decision from Immigration Refugee Board cannot apply for humanitarian consideration within 12 months of negative decision.
- Designated foreign national can apply after 5 years have passed from the day you became designated foreign national.
- Applicants with removal order can apply for humanitarian and compassionate consideration; however, it would not prevent the removal order.

Home Child Care Provider Pilot and Home Support Worker Pilot
Applicants can apply for permanent residence through the Home Child Care provider pilot or Home Support Worker Pilot program if you meet the eligibility requirements and have a job offer to work in one of these occupations
THROUGH THESE PILOTS, YOU’LL GET AN OPEN WORK PERMIT TO COME TO CANADA AND WORK TEMPORARILY. THIS WORK PERMIT:
- is occupation-restricted (so you have to work in that specific occupation)
- doesn’t need a Labour Market Impact Assessment (LMIA)
- let you get the work experience you need to be eligible for permanent residence
Application is assessed based on the education and official language proficiency.
Applicant can apply for Permanent Residence after 24 months of work experience in NOC 4411 and 4412. They do not have to be employed when applying for permanent residence. Experience does not need to be continuous, it can be with gaps, however it should add up to 24 months.
